Templemore’s Courthouse is to enjoy a new lease of life as a youth community centre operated by the Tipperary Regional Youth Service.
An Bord Pleanála has this week upheld a decision by Templemore Town Council on July 16th last year, giving the go-ahead for Tipperary Regional Youth Service (TRYS) to re-develop the site, subject to eight conditions, including that the Judge’s desk and witness box be preserved.
Bill Duggan of Melvin Road, Terenure, Dublin, appealed the Town Council’s decision on August 12th, citing concerns on behalf of his parents. Mr Duggan’s concerns related to potential noise disturbance, “inappropriate external layout” which might encourage unsupervised loitering after closing times, and unsocial opening hours, which he submitted should be curtailed in the early morning and late evening.
TRYS responded to these concerns by stating that operations usually end before 9pm with only occasional (always supervised) activities after this time, and that the project would not involve loud music. The normal maximum size of a group on site would be 15 young people along with a youth worker and two youth work assistants.
On January 8th, the Board ruled in favour of TRYS. Some of the conditions attached to the development include that Judge’s dais, desk, and witness box areas be retained, and the centre shall not operate outside the period 8.30am – 10pm on any day. The Board ruled: “Having regard to the nature and scale of the proposed development, the Town Centre zoning objective for the site as set out in the Templemore and Environs Development Plan 2012 - 2018, and the pattern of development in the area, it is considered that...the proposed development would not seriously injure the amenities of the area or of property in the vicinity.”
