The proposals, reviewed by councillors in a series of workshops over recent months, aim to create a more consistent approach to parking across the county.

Under the plan, the nine towns in Tipperary will be divided into three tiers, with charges varying according to each town’s classification.

From September 2026, all towns will offer a formal first 20 minutes of free parking. Councillor John Crosse is encouraging members of the public to submit feedback calling for one hour of free parking instead.

The proposals also set out parking charges from 8.30am to 6.30pm every day except Sunday. In addition, all existing permits are to be overhauled, covering residents, older residents, visitors, students, carers, businesses, camper vans and temporary permits.

Off-street parking is expected to carry lower charges, while the council plans to change the distribution of parking revenue. Currently, all income goes into the central budget.

Under the new system, towns would be entitled to retain a share of revenue exceeding the 2023 baseline.
