The council stated in a letter that their decision was "Based on information presented and having regard to the lack of consideration given to the potential impacts of the works, both proposed and to be retained, on the character and setting of a protected structure, the Planning Authority considers that the proposal will have an unacceptable impact on the character and integrity of a protected structure."

A submission by a member of the public who had concerns about the proposed development, outlined worries that the pedestrian access would have a constant flow of people in the vicinity and that there is no vehicular access for emergency services at this location.
