Tipperary e-scooter rider fined for 'dangerous' behaviour after carrying gas cylinder

Tipperary e-scooter rider fined for 'dangerous' behaviour while travelling on busy road

Gardai observed Mr Shang riding on an e-scooter in Roscrea whilst carrying a gas cylinder.

An e-scooter rider who was observed by gardai carrying a gas cylinder while travelling on a busy street in Roscrea was convicted and fined when his case came before Nenagh District Court.

TinGbe Shang, aged 40, with an address at Abbey Street, Roscrea, was prosecuted after he failed to pay a fine which was issued following a detection nearly a year ago.

Carrying goods while using an e-scooter is illegal under the Road Traffic (Electric Scooters) Regulations, 2024, which state that "the use of an electric scooter for the carriage of goods is prohibited".

Mr Shang was not present when his case was called and the matter was dealt with in the absence of the defendant.

Judge Marie Keane was told the incident occurred on February 15, 2025, when gardai observed Mr Shang riding on an e-scooter in Roscrea whilst carrying a gas cylinder.

He was stopped by gardai and informed that it was illegal to carry goods while using an e-scooter. A fixed penalty notice was issued, which has not been paid to date.

Giving evidence, Garda Áine Troy told the court that she "called to the house" a number of days before the court hearing to inform Mr Shang of the summons and to advise him to attend "but there was no answer at the door".

In convicting Mr Shang, Judge Keane commented that “items being carried on an e-scooter is dangerous”.

She imposed a €250 fine, giving the defendant four months to pay.
