Councillor Noel Coonan queried the role of An Garda Síochána in tackling litter.
At this month's sitting of the Tipperary JPC, Cllr Coonan asked the Chief Superintendent if the gardai could work with the council to work on the problem.
Chief Superintendent O’Sullivan said that if the gardaí see littering, they will intervene, but otherwise the responsibility lies with Tipperary County Council to prosecute.
The issue of littering on approach roads was discussed at the February meeting of the Thurles-Templemore Municipal District Council.
It was suggested then that the gardaí may have a role in tackling the issue.
