Cllr Liam Browne calls for review of temporary accommodation rules for IPAS buildings

Independent Tipperary Councillor Liam Browne has tabled a motion seeking a revision to current planning exemptions that allow buildings to be temporarily repurposed as accommodation for people seeking International Protection in Ireland. At Monday’s Plenary meeting, Cllr Browne will ask the Council to write to Minister James Browne, head of the Department of Housing, Local Government and Heritage, urging a reduction in the exemption period.

The current regulation extends until December 31, 2028; Cllr Browne is advocating for an amended end date of December 31, 2025.The legislation permits temporary use of facilities including schools, community centres, and hotels to house applicants for International Protection.

Monday’s meeting at the Nenagh Council offices, with online access for remote participants, will also consider two additional motions. Cllr J.P. O’Meara is calling on the Council to request from the Minister for Transport a new funding programme for both the maintenance and expansion of footpaths. He proposes a survey to grade each footpath so that funding can be allocated according to priority.

Meanwhile, Cllr Declan Burgess’ motion has been deemed outside the Council’s remit. The Cashel-based councillor had sought a request to the Minister for Transport to include Commercial Bus Operators in the Child Leap Card Scheme, allowing children under nine to travel free on participating services.

The meeting is being held in the Nenagh Council office and online facilities are available. The meeting will commence at 10am.
