Why is Jim Ryan requesting a full recount in Tipperary North over who gets fourth place?

Here's the question, what has Jim Ryan's tallymen seen in the transfers from Michael Smith should the Fianna Fáil man be eliminated before the Independent?

The distribution of Fine Gael's Phyll Bugler's votes in the ninth count, when a full recount was called for, had Fianna Fail's Ryan O'Meara on 7,781 and taking the third seat.

With Michael Smith in fourth on 6,369 and Jim Ryan narrowly behind on 6,362 - just seven votes between them.

But why would Jim Ryan call for a recount to dispute fourth place in the three-seat constituency of Tipperary North?

If Fianna Fáil's Michael Smith gets eliminated, you would imagine the bulk of his transfer go to Fianna Fáil's Ryan O'Meara in third and only solidify his position in taking the third seat. 

Unless, Jim Ryan's tallymen have seen something else in the transfers and can see Jim Ryan making up the 1,419 votes between him and Ryan O'Meara?

A full recount gets underway at the Thurles count centre on Monday morning at 11am.
