Tipperary County Council will make three key changes to their public lighting policy.
At a full council sitting last week, a spokesperson from the planning department said the draft policy will make three changes.
The first is lighting will be prioritised in 50km zones, as well as 60km.
Secondly, lighting will be provided where there is an active travel need and pedestrians and cyclists can be segregated from vehicles.
Thirdly, an annual funding allocation will be made available for municipal districts for public lighting improvements.
RESPONSE
Councillors generally welcomed the changes, particularly in the 50 Km zones. However, some councillors did voice concerns.
Cllrs Seamus Hanafin and Ger Darcy said while they welcomed the prioritisation of lighting in the 50 km zones, they were concerned about the order of priority.
Cllr Darcy also called for more lighting in Ballingarry because he said the poor footpaths and high traffic present a “health and safety issue”. Cllr John Fitzgerald called for light funding to be made available to deter anti-social behaviour, which he said “fester in lanes” and dark spots.
Cllr Noel Coonan raised lighting issues in estates in Templemore that had not been taken in charge by the council.
“A couple of lights would make all the difference. So I’m pleading with the council to have a little Christmas spirit and grant them a couple of lights,” said Cllr Coonan.
However, Director of Services for Roads, Transportation, Active Travel, Health and Safety and Nenagh Municipal District Marcus O’Connor said the council could not install lights in private estates.
Councillor Sean Ryan welcomed the plan but asked lighting be improved in CCTV areas.
He said given the trouble they have gone to ensure CCTV is installed, it would be wrong not to properly light the area.
Cllr David Dunne wanted to make it clear that even in well-lit areas, high-vis jackets should still be warned.
This was a message Mr O’Connor welcomed.
