The Council may buy all or part of a housing project from a developer or builder if the site already has planning permission.

Should an agreement be reached, all buildings must meet the required planning and construction standards. This document outlines the finishes Tipperary County Council expects.

To qualify, housing projects should be conveniently located near essential services in a town, village, or city, with shops, schools, and local amenities just a short walk away. All designs and construction must comply with the relevant planning and building standards.
A hardcopy briefing document is available from the Housing Capital Section at the Civic Offices in Clonmel and Nenagh, or online at www.tipperarycoco.ie.
Submit expressions of interest in a sealed envelope marked “TCC002346T Expressions of Interest for the provision of social housing through turnkey acquisition” to the CSD Desk at the Civic Offices, Tipperary County Council, Clonmel, by 4:00 pm on Wednesday, 11 February 2026.
Tipperary County Council reserves the right not to purchase any turnkey housing development submitted through this process.
